2003 - 2004 State Budget Reimbursement Contingency - Important Notice

The State budget for fiscal year 2003 - 2004 was not enacted by June 30, 2003. As a result, the Department of Health Care Services (DHCS) has directed EDS to implement provisions to continue reimbursing most program’s claims and to withhold reimbursement on claims for programs for which contingency funding is not available. EDS will continue to process and reimburse claims for the following programs for dates of service after June 30, 2003:

• Medi-Cal
• Family PACT (Planning, Access, Care and Treatment)
• Child Health and Disability Prevention (CHDP)/Medi-Cal
• California Children’s Services (CCS)/Medi-Cal
• County Medical Services Program (CMSP)
• Children’s Treatment Program (CTP)

EDS will continue to process claims but reimbursement will be held starting with checkwrite date July 3, 2003 for the following public health programs:

• Expanded Access to Primary Care Programs (EAPC)
• Cancer Detection Programs: Every Woman Counts
• CHDP (General Fund and Tobacco Funds)
• Genetically Handicapped Persons Program(GHPP)

NOTE: EDS will withhold all CCS-only reimbursements (for children who are not eligible for Medi-Cal) regardless of dates of service. The last warrant date for CCS-only claims was June 26, 2003.

Withholds will continue until the State budget has been approved and EDS receives notification from DHCS to resume the reimbursement of claims for the above-mentioned programs.

All providers are asked to continue to render services and submit claims for processing to ensure expeditious reimbursement.
