SB393 Background Information
In 1999, Governor Gray Davis signed Senate Bill (SB) 393, which was authored by state Senator Jackie Speier. This bill
established a new outpatient drug discount program for Medicare beneficiaries. It required that pharmacies charge
Medicare beneficiaries no more than the Medi-Cal reimbursement rate plus a small processing fee. Pharmacies
that wish to participate in Medi-Cal must participate in this program.
